Council Members and Commission Members,

When I invested in my home in Empire Ranch in Folsom, I did so with the understanding that minor changes to zoning were possible but rare, and zoning amendments would not be made when a negative impact to transportation and utilities would occur. Further, I understand that amendments to the city's general plan are extremely rare and I should be able to rely on the development patterns exhibited by that plan.

The proposed amendments to the general plan and the specific plan by PN07-292 are significant and introduce far greater population density in close proximity to a busy intersection and elementary school. The proposal to down-zone (C1 to R-M PD) can have a negative impact on surrounding property values. The need to amend both the general plan and the specific plan is evidence enough that the proposal is inconsistent with either of these plans. To approve the proposed plan amendments would be on the same order as a bait and switch practice.

I request that the Architectural Review Commission, the Planning Commission, and the City Council study this request and reach findings that will reaffirm the validity of the existing general plan and specific plan and deny the request to amend either plan.

Editor's Note: Well said, DL. While this argument is really for the Planning Commission, we can address the fact that 141 units built as two story condos in the midst of single family residences in THIS location just does not fit in with the General Plan and Specific Plan for Empire Ranch and The Parkway.

When we moved in, my husband and I looked at the Master Plan Community Map carefully before buying. We were promised a commercial zone. What is a Master Plan Community if the Master Plan can be changed to match the pocket book of the land developers? A promise is a promise. But out of my heart/concern for the land developer's pocketbook, a possible senario for a commercial site such as this can be...a large facility like a fitness, workout, or sports center drawing foot traffic to the other smaller commercial/retail stores on the site.

My wife and I want to express our strong opposition to the proposed 141 unit condo project at the corner of Golf Links and East Natoma. This project will have an adverse and very dangerous impact on our traffic and safety in the neighborhood. Do we really want this project across the street from an elementary school? This high density project is also not consistent with the residences in our neighborhood.

Please consider placing a limit of 40-50 single story luxury condos, complete with steep pitched roofs, multiple roof lines, dormers, stone facades, and complete with club house and swimming pool that will fit into this community.

The purpose of this email is to voice my strong opposition to the proposed re-zoning of land at the corner of Golf Links Drive and East Natoma. It just does not fit our neighborhood to have a dense 141 unit multi-family residential project in the middle of our neighborhood. It is out of place and will serve to drive a LOT of additional traffic in the areas where our children play & go to school.

If you are unable to keep the zoning as it is right now (retail/light commercial), then my strong preference would be either additional single family homes or luxury single story condominiums that fit with the rest of the neighborhood.

I recently signed a petition against Trilogy, the proposed development at the corner of East Natoma Street and Golf Links Drive. When purchasing our home in the Parkway, my husband and I signed a contract in which the area in question was specifically labeled as NC – neighborhood commercial. We justified moving our family to Folsom, with its higher taxes and high cost of real estate, based on the terms of that contract and the quality of life we were assured. Never did we dream that 3-story condos would scar our view of The El Dorado Hills. It is unthinkable (but unfortunately not surprising) that large developers such as Pacific West and Elliott Homes feel justified in their push to rezone my neighborhood for high-density housing such as Trilogy. Where is the good faith? My husband and I, along with hundreds of other trusting home-buyers of the Parkway, should have the right to decide how and if our neighborhood is rezoned.

We specifically chose the Parkway based on its ambiance, safety, and natural openness. The projected development would have a negative impact on all of those benefits. Putting high density housing next door to an elementary school is unwise for many reasons, student safety being at the top of the list. We should not have to expose our children to the security issues that accompany a transient population living in close proximity to the school or to the danger caused by increased traffic congestion. We are already experiencing traffic concerns due to the recent construction of hundreds of units of housing in Rivage and Esplanade on East Natoma Street. We don’t need another large development so close to those; especially in an area where the surrounding populace are so adamantly opposed to it.

My son asked me why there is another petition if the first one which opposed Mirabella was successful in stopping its construction. That is a good question. I told him that the wording on the petition against Mirabella was specific to that development. Of course now we must rally together again to fight the same battle against the construction of Trilogy. Do Pacific West Homes and Rancho Cortina Properties have so little regard for their future “neighbors” that they are willing to ignore past and present opposition? Will the Folsom City Council support us in stopping this once and for all?

To all of those in charge of approval of this project:

I have lived in Empire Ranch for nearly 4 years and plan to stay here for another 20 as our children blend from Empire Oaks Elementary to Middle School, and eventually up to Vista Del Lago HS.

This are of concern at the corner of Golf Links and Natoma where the proposed 141 High Density Condos are proposed is simply out of control. There are already (2) Condo projects on Natoma between Blue Ravine and Golf Links, and both are backed up to 100% open area, and wetlands, making them more appropriate on their given land. This project is not only inappropriate for the site proposed due to it being surrounded by SFR's, but the size of lot is just ridiculous and will create a mass headache for traffic, especially at school time (early am and mid afternoon) with Elementary school and High School so close in proximity. Not to mention the two story format allows far too many residences in too small of an area. The other (2) Condo projects are on a much larger plot of land, and this project does not take into consideration the awful eyesore of losing our view of the Empire Ranch hillsides, while causing far too many people to reside in such a small area.

The traffic on Natoma is already driving far over the speed limit, and the amount of autos at peak hours can at times be dangerous, and adding another 141 units with approximately 300 autos daily passing by an Elementary school needs to be re-zoned.

Please review you current outline for 2-story Condos to be revised back to 1-story medium density Condos only, with specific guidelines for Architectural appearances only to match the existing Single Family Homes.

I am aware of the proposed 141 high density units on Golf Links and E. Natoma and signed the petition. I am strongly opposed to this project moving forward for the reasons of safety, traffic congestion, the impact it will have on Empire Oaks Elementary and aesthetics.

I walk my children to school at Empire Oaks and I feel that I will not be able to that any longer due to the traffic that will be on E. Natoma and Golf Links. It will also change the dynamic of Empire Oaks Elementary in a negative manner. Not only the traffic and safety concern me regarding the children, but also the high density in a single family residential neighborhood.

We bought in this neighborhood because there were no apartments, multi-family units and the fabulous blue ribbon school. I would like it to stay that way. This will reduce the value of our homes and this is not what we anticipated for our neighborhood. This project will take a lovely walking neighborhood and ruin the appeal to why so many people decided to buy here, in this particular neighborhood. I do not feel this corner in Folsom needs to be developed in this manner. The idea of single family homes or 40 to 50 high end single story condos is a great idea.

Dear Ms. Gullone,

I am a current resident of Empire Ranch and want to express to you, and all those involved, that I would strongly object to the building of the proposed condos on the corner of Golflinks and East Natoma. When I purchased my property I was told it would be used for light commercial/retail use. Since that seems to have been changed (without my knowledge or vote, as I was never notified of this prior to hearing about the Mirabella Condo idea), I am expressing my objection to the 141 large condo complex and would ask that you reconsider and ONLY APPROVE 40 to 50 single story luxury condos in that area at this time.

I plan to attend the upcoming first public meeting scheduled for Thursday, October 25, 2007 at City Hall and, once the date is released, the Traffic Safety Committee that is open to the public to voice my objections.

Thank you and I hope you reconsider the proposed 141 units and make it known to all involved in this project that all of the residents of Empire Ranch may not even be aware of this proposed project or of the upcoming meetings they can attend if they missed notification of the zoning change like I did. I strongly suggest you mail each and every resident in the area the current proposal and meeting times and give them a voice in this matter. In addition, many could be unable to attend a meeting but should be given a voice through some kind of mailing that would allow them to mail in their objections.

Dear Ms. Gullone,

I am writing this letter to express my concern and displeasure over the Pacific
West Homes' Trilogy Condominium Proposal slated for the corner of East Natoma and Golf Links Road in Folsom.

While I can understand the developers desire to provide affordable housing, it
is not what the Empire Ranch community needs or wants. My understanding is that this parcel of land was initially supposed to be a small community retail center; then it was to be a utility sub-station and now we are being told a high density housing complex. The latter being the least desirable.

The problems I feel are at the forefront and, in all likelihood, also the opinion
of others whom are against this development are:
  • High density housing in an area that the Empire Ranch builders had zoned for COMMERCIAL USE is a misrepresentation of this community:

    • Condominiums were never disclosed as a possibility when most Empire Ranch home owners purchased their homes

    • Condominiums do not fit into the landscape of Empire Ranch – condo buyers can go down the street to Rivage


  • Additional housing in a market that is already over saturated will only fuel the problem

  • Our weak housing market (from a seller's standpoint) is only going to be prolonged by the addition of these units

  • These condos would affect existing property values and especially so if the condominiums remained unoccupied

  • Higher risk to the children walking or biking to/from school

  • Additional children seeking placement at Empire Oaks (which is already severely impacted) will not make the situation any better

    • Our classrooms are max’d out. Where do these children go without displacing those that are already there?


  • Increase in traffic volume

    • Lack of parking which is usually typical for these types of complexes results in overflow to the street

    • Morning and afternoon traffic jams due to school drop-off/pick-up will be made worse

    • We already have enough impatient drivers trying to side skirt cars and speed up and down the roadways; we do not need more of this

    • We will most likely end up with impatient condo-owners trying to get in/out of the complex during peak traffic periods

    • Vehicle access is restricted due to the islands on both East Natoma and Golf Links – this again will result in traffic problems because of the need for U-Turns and such to access the complex


  • Higher incidence of theft and vandalism is documented in California wherever high density housing is available

    • Not only are we potentially looking at an increase in theft/vandalism within the complex, but in the surrounding neighborhoods

    • Additional cars parked in the streets overnight entices criminal activity and increases the number of cars that are vandalized


Like many others I would not be so opposed to additional housing if:
  • It fit into the scope and aesthetics of Empire Ranch

  • It did not impact the safety of our children

  • It did not impact the current "way of life"

  • It would not impact property values

  • It did not impact traffic

How could this be achieved? Instead of high density "affordable" housing what about:
  • Single story "low density" luxury condominium units as has been suggested by others, or

  • A Senior "low density" residential complex with transportation services (to minimize traffic impact), or

  • Smaller village of single family homes

I hope the above will be taken into consideration and that the developer will
re-evaluate their current plans.

Ms. Gullone,

I wanted to express my opposition regarding the proposed condos on the corner of E. Natoma and Golf Links. I was just notified about this proposal by a concerned neighbor and had to hop online to give my two cents.

I think this project is definitely not a good fit for the community. I read that there has not been much opposition to the project, which surprised me. I don't know anyone in my community who thinks it is a good idea to put condos on that lot. I feel Folsom has plenty of condos already.

Please do not approve this Trilogy project. I love Folsom, as you probably do as well, and think this would be a huge mistake that would end up effecting the beautiful and peaceful lifestyle of this area. This simply is not a good spot for this project.

I have not yet seen the project plans. However, Folsom does not have "plenty of condos", and what condos we do have, have sold very quickly - much of this is generated by the market, and single family homes are not a good market right now - as was evident when I was in your neighborhood yesterday - lots of things for sale, not a lot of buyers.

EDITOR'S NOTE: With all due respect Kerri, this type of insensitivity toward this issue could alienate a lot of Folsom voters toward you should you decide to run for City Council again. Please keep in mind that the issue before us is whether or not a high density project like Trilogy should be placed right in the middle of two well established neighborhoods of single family homes. It is my humble opinion, and that of hundreds of others, that this project does NOT belong here. The maximum density that we should consider is only 40 to 50 condo units, all single story with a pool and clubhouse. If you want to allow two story units, then make the units single family detached homes with the density comparable to existing single family neighborhoods in Empire Ranch.
