Council Members and Commission Members,

When I invested in my home in Empire Ranch in Folsom, I did so with the understanding that minor changes to zoning were possible but rare, and zoning amendments would not be made when a negative impact to transportation and utilities would occur. Further, I understand that amendments to the city's general plan are extremely rare and I should be able to rely on the development patterns exhibited by that plan.

The proposed amendments to the general plan and the specific plan by PN07-292 are significant and introduce far greater population density in close proximity to a busy intersection and elementary school. The proposal to down-zone (C1 to R-M PD) can have a negative impact on surrounding property values. The need to amend both the general plan and the specific plan is evidence enough that the proposal is inconsistent with either of these plans. To approve the proposed plan amendments would be on the same order as a bait and switch practice.

I request that the Architectural Review Commission, the Planning Commission, and the City Council study this request and reach findings that will reaffirm the validity of the existing general plan and specific plan and deny the request to amend either plan.

Editor's Note: Well said, DL. While this argument is really for the Planning Commission, we can address the fact that 141 units built as two story condos in the midst of single family residences in THIS location just does not fit in with the General Plan and Specific Plan for Empire Ranch and The Parkway.
